The Web-based criminology- or criminal justice-related degree or certificate program or for-credit course must be coherent, complete, and easily understandable to students and to others involved in or interested in the program. Such qualities must be inherent in all Web-based materials that support instruction.

More specifically, Web-based program or course announcements and electronic catalog entries must be available which provide appropriate information, including curriculum descriptions, course descriptions, and program and course requirements.

Qualified faculty must staff the criminal justice distance learning program, and must provide appropriate supervision of the program or for-credit course that is offered electronically. In programs offered by four-year institutions of higher education, qualified faculty are considered to be those who have a graduate degree in criminology, criminal justice, or a related field. If the program or for-credit course is offered at a two-year institution, qualified faculty are considered to be those who hold graduate degrees in criminology, criminal justice, or a related field; or those holding bachelors' degrees with additional appropriate experience, formal training, or certification.

Student learning objectives in criminal justice distance learning programs or for-credit courses must be clear and concise, and available to students and others via the Web.

Student learning objectives must be comparable to student learning in programs offered in classrooms on the campus where the programs originate. This means that course objectives, testing standards, and other standards relating to learning, grading, and achievement should be essentially the same as in non-distance learning programs and courses. If the institution offers no on campus courses, the quality of its criminal justice distance learning programs or courses should be equivalent to those offered through model campus-based criminal justice programs of similar purpose, size, and curricular structure.
